Transition Facility

On the eve of accession, the European Union developed new types of assistance for candidate countries to eliminate problems relating to the period immediately preceding accession.

The Transition Facility envisaged for the period 2004-2006 is an example for this new type of assistance, which in terms of its objectives and rules of procedure alike can be taken as a continuation of the institutional development chapter of the PHARE Programme. The objective of the Transition Facility is to strengthen administrative and institutional capacities in areas where the level of preparation fails to reach the level of current member states.

In theory, this funding can be used in the areas listed below and set out in the Treaty of Accession; however, it nevertheless wishes to contribute to the swift and targeted elimination of deficiencies identified in the Comprehensive Monitoring Report compiled by the European Commission in 2003.
