New anti-corruption website of general interest has been launched - www.anti-lop.(gov).hu (www.anti-theft.(gov).hu)13 November 2007

The National Development Agency has launched a new website „www.anti-lop.(gov).hu (www.anti-theft.(gov).hu)”, a service improving the transparency of the use of EU funds, in addition to extending the website of Agency, www.nfu.hu, by introducing developments speeding up the implementation of the programmes of the New Hungary Development Plan.

 

Regular and transparent use of funds granted by the European Union is of fundamental importance for applicants and tendering institutions alike. In this regard, pursuant to the initiative put forth by Gordon Bajnai, the National Development Agency has developed a portal ensuring everyone the opportunity to report abuse, misuse or illegal action they gain knowledge of in connection with EU funding and receive information on measures taken. The Minister of Local Government and Regional Development presented the www.anti-lop.(gov).hu (www.anti-theft.(gov).hu) to the media on 13 November as the opening of the test run that will be running for one month.        

Anyone wishing to make a declaration must fill in an electronic form, on which it is possible to describe the anomaly they experienced in detail. There may be three various outcomes of the inquiry launched, namely: the grounds of the reported anomaly is unjustified or the so-called irregularity procedure is launched. The National Development Agency will initiate legal proceedings against offenders in the most serious cases. The system notifies the client on the outcome of the declaration they made via email. A summary table is also featured on the website detailing that registration has taken place, the registration number and date of registration, as well as the outcome of the inquiry. Through these means, anyone is able to receive information in connection with the inquiry that has been initiated.        

Beyond pinpointing the violators, the National Development Agency considers providing services for applicants that follow regulations on the newly constructed www.nfu.hu website as an equally relevant task. In order to de so, the applicant information surface has also been changed. Applicants had the opportunity to receive information in connection with the application they submitted so far as well on this particular surface. The National Development Agency wishes to ensure access to all information that applicants can currently gain knowledge of from the intermediate bodies, such as: the evaluation sheet, point score awarded, report on the decision, monitoring the overall project lifecycle. The objective of the second component of this development is to enable applicants to be able to effectively undertake administration via the Internet without having to print and sign documents by allocating applicants a single password.        

The objective of the third component of the website is to encourage individuals to become applicants. For this purpose, visitors are able to select the call best tailored to the operations they undertake – and a concise summary is also provided - with the assistance of a tender search function. Applicants are able to locate the customer service dealing with the particular tender they are interested in and located closest to where they operate, as well as frequently asked questions and answers in connection with the given call, detailed documentation of the call and the filling in programme by clicking on a single button. It will also be possible to perform a quick compliance test on the website by providing additional information; this provides information on the compliance of the call and the project concept, i.e. the applicant’s potential for approval. 

The results – together with maps and diagrams - of the calls for applications will be made publicly available on the website www.nfu.hu. Access will be ensured to the list of approved applicants via a search function. The selection procedure of approved applicants is practically entirely public. Access will be ensured to the main data of the given application, namely: who received funding, for what purpose and how much was granted, from which framework and when. It will also be possible to monitor the individuals involved in the assessment of the application, together with the name of the organisation that delegated them. Moreover, it will also be possible to monitor the content and schedule of progress reports presenting the implementation of the application. 

These new customer-friendly developments are a part of the so-called integrated Internet features. This implies that the website of the National Development Agency, as well as the websites of the Managing Authorities under the management of the former and the Internet applicant information surface can be accessed as a part of a single unified system with a uniform profile.
