Health Caravan Roadshow20 November 2008

Ensuring the widest possible scope of publicity possible for developments implemented with the help of EU funding over the past 4 years is not simply an opportunity for Hungary, but is an obligation for the country.

Information and publicity activities equally extend to include presenting healthcare developments implemented within the framework of the first National Development Plan. The publicity roadshow will exclusively present developments that have been completed and have been benefiting the cause of Hungarian healthcare, as well as medical therapists and patients for several weeks or months. Frameworks allocated for this task can and must be exclusively used for this purpose; funding made available cannot be re-allocated for healthcare developments.

The publicity roadshow focusing on developments tying in with healthcare implemented within the framework of the first National Development Plan to be financially closed this year exclusively presents the results of healthcare developments that have already been completed and also aims to provide insight into the funding policy of the European Union.    
The National Development Agency must, as a mandatory requirement – satisfying legislative obligations specified under EU regulations - undertake publicity activities up to 31 December 2008 to provide information on programmes implemented with the help of EU funding for the general public at the close of these programmes. Presentation of the results reached jointly is not simply an opportunity, but is an obligation for every member state, and therefore for Hungary too.

Budgets allocated for this task can and must be exclusively used for this purpose; funding made available cannot be re-allocated for healthcare developments. (The communication campaign is not sponsored by the Ministry of Health but is instead financed from the framework exclusively allocated for communication activities within the framework of the National Development Plan, of which 85% is covered by EU funding.)

The objectives of the first National Development Plan running during the 2004-2006-period, among others, stipulate that those components of the healthcare service should be developed that improve the health status of the population and consequently lead to increasing employability. To support the attainment of this goal, over 25 billion HUF was invested in the Hungarian healthcare system within the framework of the two measures of the Human Resource Development Operational Programme (HRDOP) targeting healthcare.   
The aim of the campaign allocated a budget of 116 million HUF is, in accordance with the Lisbon Objectives, to bring the 25 billion HUF healthcare developments implemented within the framework of NDP I within arm's reach of EU citizens.
