Faster, Simpler and More Cost-Efficient Customs Administration 4 March 2009

Customs administration procedures will be considerably simplified thanks to funding of 2.4 billion HUF from the New Hungary Development Plan.

Administration of foreign trade will be made smoother for 50,000 clients by establishing electronic connections between the concerned authorities. 
At present, clients are required to submit over 70 different types of permits and certificates in paper format to various authorities during the course of customs procedures.
By implementing this project, permits and certificates will still be issued prior to the customs procedure by the same authorities designated in legislation currently in effect; however, these authorities will make this data available electronically to the Hungarian Finance and Customs Guard, which organisation will in turn also send the utilization data of permits to authorities through electronic means. Administration will consequently be made simpler for some 50,000 foreign trade clients, since they will be able to submit their permit applications via the Client Gateway of the Central System and the given authority will be able to issue and send the permit document in electronic format. 
The project to be implemented within the framework of the Electronic Administration Operational Programme will enable the Hungarian Finance and Customs Guard to extend the scope of the processing of standardised electronic customs declaration forms used successfully in customs procedures since 2007, perform the automatic control of permits, reduce the administrative burdens of finance guards, focus on effective control and ensure the opportunity for affiliated authorities to automatically operate permit databases.   
The efficiency of control procedures tying in with permits can be significantly improved through the electronic issuing, registration and communication of documents; moreover, information procedures associated with customs administration can be sped up.
Within the framework of this project, individual authorities will set up or upgrade their IT systems supporting the issuing of permits and establish electronic contacts with clients in the authorisation procedure.   
A faster customs administration procedure with lower operating costs will be the outcome of the project to be implemented with the help of EU funding of nearly 2.4 billion HUF.
