Hungary Is the Leading Member State as Regards Use Made of EU Funding16 October 2009

Several thousands of projects implemented and payments made, developments worth several thousands of billions of Forints, above average ratio of request of funds, a huge amount of experiences gathered and over 15,000 applicants approved funding – this is the balance of the country and Hungarian development policy to date.

Hungary is the leading country in terms of exploiting opportunities offered by EU membership. We were the first member state to announce calls for applications and request the transfer of funds from the EU for projects launched. Hungary was the country that made best use of EU funding in 2008 and has been continually ranked among the leading member states ever since, ahead of nearly all newly acceding member states.  
Up to the beginning of October 2009, the institutional system awarded some 3000 billions of HUF to applicants approved funding and we are proud to boast 11,930 contracts effectively concluded (worth over 2,590 billion HUF). We have already transferred 520 billion HUF to project hosts and have managed to successfully close over 2,400 projects.   

Let’s not forget that the EU finances projects in a post-financing system, which is why it is not the actual payment, but basically the value and volume of decisions on funding that are the most relevant data. Hungary is ranked among the leaders in this area as well: applications for funding amounting to over 4,825 billion HUF were submitted up to the beginning of October, out of which approximately 15,350 projects were allocated funding amounting to 3000 billion HUF. In addition, up to the beginning of October, assistance contracts have been concluded in the case of 239 major regional and national priority projects representing over 1,400 billion HUF in value.      

Hungary is also performing extremely well in international comparison: the country submitted the second highest number of major projects (23) to the Commission after Poland (26 major projects) among EU member states. Whilst in the case of Poland this represents 12.6% of the total of major projects envisaged, in Hungary’s case this represents 33.8%.  
We are also ranked among the leading member states as regards the 49 major projects approved by Brussels. After Romania (14 projects approved funding), Hungary has the highest number of approved major development projects (11); other member states are well behind with significantly fewer approved high value projects.   
According to the survey conducted by KPMG, one of the leading auditing companies in the world, in collaboration with 10 central-eastern European countries (Bulgaria, Czech Republic, Estonia, Poland, Latvia, Lithuania, Hungary, Romania, Slovakia and Slovenia), Hungary is ranked first in the region in terms of the time-proportionate use of EU resources.
