EU Funding for Continuing the Development of Regional Administration and Public Administration IT Systems 2 November 2009

A 1.5 billion HUF funding framework has been made available per region within the framework of NHDP for continuing the development of IT systems used by public administration and for providing public services.

This funding can be used for setting up ASP hosts and connecting local governments to these service providers.

The wide-scope introduction and further development of e-local government services is an obligation equally stipulated by national and EU legislation, and is at the same time an essential precondition for improving the efficiency of public administration. Substantial savings can be made by local governments through the development of electronic services, which is why funding invested in e-administration and results achieved represent contributions to local government budgets. 

The funding scheme primarily geared towards creating ASP hosts and making e-administration services generally available for municipal local governments was developed by taking the above into account. As an outcome of these developments, electronic local government services will be made available for the population and the widest possible scope of enterprises through these central service providers.   

In the first step, one local government will be selected to operate as an ASP host in each of the 7 Hungarian regions within the framework of the call for application bearing the title "Continuing the Development of Regional Administration and Public Administration IT Systems". IT applications (both front office and back office services), such as, social, tax, financial, document processing and welfare systems will be set up in these locations. Single window administration will be made possible in the case of a total of 250 official procedures through the introduction of the EU Services Directive project in Hungary.    

The advantage of the ASP system is that local governments will be able to access high standard services in a safe and cost-efficient manner, which they would otherwise not manage to through their own resources. This enables local governments to make savings, provide better quality services for customers and satisfy legislative obligations. 

A 1.5 billion HUF funding framework has been made available per region for setting up ASP hosts and connecting local governments to this service within the framework of the call. Municipal local governments are expected to connect to ASP hosts set up in their respective region in 2011 by making a higher rate of funding available, from which point on they will be able to provide high standard e-administration services for users. Local governments connecting to this system will pay a proportionate and relatively low service fee for using the system.
