Human is the Future Itself – Conference on Human Resource Development 4 May 2011

Budapest hosted the closing conference of the Human Resources Operative Programme (HROP) on 27-28 April. Besides reviewing results and successes the aim of the conference "Human is the Future Itself" was to help include experience gained to the New Széchenyi Plan, which will shape the future.

Presentations and workshops revolved around the effect of the experience obtained on the New Széchenyi Plan (NSzP) and the new development possibilities implemented in NSzP based on HEFOP experience. Besides result figures, workshops provided an opportunity to discuss experience about the adaptation to taking part in EU funded tenders and demonstrate innovation elements. 

We have to take every possibility to use experience and results from past planning and execution in the current programming period. The critical evaluation of former programmes provides a great amount of knowledge pointed out Róbert Homolya, vice president of the National Development Agency in his prologue. He added that learning about, identifying, recapturing and discussing this knowledge helps each of us in our work.

The plenary session was followed by workshops and after these the representatives of the closing panel listed a number of useful professional, methodological suggestions in the summary of workshop results.  

The conference closed with a round table discussion where participants pointed out that stable, long-term strategic and financing environment, synergy among individual interventions, following a series of logical steps as well as extensive involvement of civil organizations that have their own planning and execution team are vitally important for any programme execution.

One of the most important results was that the strategic planning system must be strengthened and systematically executed before stabilizing the implementation environment.

Participants agreed that the operation of a monitoring system and the dissemination of the concept of learning organization will result in a new approach that can guarantee a well-devised execution that involves security through appropriate feedback and risk management, and offers periodicity and proper planning for the period 2011-2013 and for the years 2014-2020.

Conference participants included representatives of ministries, members of the Monitoring Committee, beneficiaries of central programmes and representatives of labour and umbrella organizations.
