New Standard Operation Manual Came into Force17 May 2011
The Standard Operation Manual sets standard rules of procedure for the implementation of the National Strategic Reference Framework that incorporates directives and objectives for national and EU co-financed developments.
The general aim of the operation manual is to provide a transparent and standard competition system. The guide had to be revised due to the changes in the detailed rules of procedure for tasks defined in the relevant legislation.
The Minister of National Development Decree No. 24/2011 (V.6.) NFM on the issue of the standard operation manual came into force on 6 May 2011. The operation manual was necessary to issue in accordance with Government Decree No. 4/2011 (I.28.) on the procedure for using the funds from the European Regional Development Fund, the European Social Fund and the Cohesion Fund in the programming period 2007-2013 as the decree brought about several new features regarding the rules of tender procedure for development funds. The operation manual contains detailed descriptions of the tasks of the National Development Agency and the intermediary bodies involved in tender management, including each activity with its legal bases and the party in charge.
The main purpose of the operation manual is to implement the principle of equal treatment, standard procedures, standard administration deadlines, and the use of standard documentation if applicable, for each tender independent of the development objective, and for the procedures of any organization that administers tenders.
