NDA to Introduce Electronic Monitoring of Public Procurement Processes25 January 2012
The National Development Agency is continuously working to develop the tendering system, in particular to speed up procedural processes and to create applicant-friendly operation that places clients in a central position. As the next step of this activity the NDA introduces a development for the paperless supervision and monitoring of the public procurement process as of 23 December 2011.
The public procurement module is based on Government Decree 4/2011 (I.28.), which regulates ex-ante and ex-post legal compliance checks for public procurement procedures, as well as the inspection of the amendments of supplier agreements arising from public procurement procedures. The Decree stipulates a review for every public procurement procedure implemented with European Union co-financing, irrespective of whether the application was submitted to the institutional system.
Key benefits of the module include information on the status of the inspections of public procurement procedures and any contract amendments in a user-friendly manner and the exemption of applicants from the paper-based submission of documents.
To upload public procurement data related to existing tender numbers, applicants should use the interface Tender e-administration (Information for Applicants, or Pályázó Tájékoztató), and to manage public procurements not linked to a tender number, applicants should register on the SSO interface (https://sso.nfu.hu/regisztracio), enter the NDA’s website (http://www.nfu.hu/) and click on the icon “Public Procurement” (“Közbeszerzés”).
Please note that the introduction of the development will be followed by a so-called transition period until 28 February 2012. During this period, you will still be able both to submit paper-based public procurement documentation and to use the newly introduced tool. If you submit both paper-based and electronic documentation to the institutional system for a particular tender, your electronic filings shall prevail and form the basis of the procedure. From 1 March 2012, electronic submission will fully replace the paper-based method.
