The administrative burden on applicants and support institutions has been greatly reduced recently due to procedural changes in the use of EU funds and to the underlying information technology developments. Fewer documents requested and faster conclusion of contracts: this is the short summary of positive changes that are mostly produced by the electronic connection established between the National Development Agency and public administration databases.
The connection between the information system supporting EU tendering (SMIS) and the national company information database (NCID) will make it possible to perform “in-house” certifications, not only of data submitted by central and local government agencies, but also by business entities registered with the companies court.
The first tangible result of the changes is the update of software used to fill in the applications concerned in accordance with the new procedural regime. Thus, the number of fields to be filled in on tender data sheets has been reduced significantly. From now on, companies will only have to supply two data, their tax and company numbers, , and the system will automatically load in all other data from the companies register.
The general digitisation of the tender system will generate the procedural rule that beneficiaries cannot be expected to supply any data which is available in other administrative databases via digital data connection.
For example, according to the revised Standard Operating Manual regulating the daily routine of institutions to be issued in the near future, there is no need to submit the beneficiary’s instrument of incorporation and the copy of its certificate of registration, if they are available in the SMIS database.
The operating manual also provides that applicants should be informed about all requests for information and should be allowed to submit hard copy evidence if any entry in the database deviates from the current status.
