The NDA is studying the method of value analysis on the basis of American experience 6 December 2012

Hungary assesses the possible introduction of value analysis of EU projects involving large infrastructural developments, building on the positive examples and the American experiences. American examples prove that the method of value analysis can successfully be applied in expressway construction, flood protection, and also in economic and social infrastructure developments.

On the request of the Ministry of National Development and the National Development Agency (NDA) internationally recognized American experts visited our country in the period between 27 and 31 August 2012 to share their experiences about a new methodology, namely, the value analysis. It is a fact that the financing system of the EU  and the US Federal government shows many similarities concerning supported investments.

The essence of the method is that a project should be implemented with the most effective use of resources while keeping or even improving the functional values of it.

In the United States there is an obligation for value analysis for projects over the amount of USD 1 million in the case of federal funding, which – according to the experience of the experts - results in a 10% saving and greatly contributes to the improvement of the quality and thus the feasibility and sustainability of the project.

"Between 1983 and 2011 the U.S. Department of Defense saved more than USD 51 billion with the application of value analysis, while in 2010 the U.S. Office of Transport saved USD 2 to 2.5 billion in the same way." - highlighted the benefits of value analysis  Geza Kmetty and Michael Holt, American experts.

"The method is not new in our country, the Paks nuclear power plant was developed with this kind of outlook. In the case of a specific project, where with a previous procedure 11 storage chambers would have been necessary for the storage of radioactive waste, with the application of the method of value analysis this was reduced to four increased chambers. The savings at this particular project was HUF 14 billion."- said Nándor Csepreghy, communications manager of the NDA.

The method can provide a good opportunity for Hungary, with it we can implement larger number of projects in the future, and the sustainability and the practical use of the investments may also improve significantly.
