Overall evaluation of the institutional system – the implementation functions in the 2007-2013 programming period
In the course of implementing the 2007-2013 programming period, sufficient experience has been accummulated in reference to institutions managing the use of the European Union funds to evaluate their performances in an overall way and reveal their contexts.
The evaluation approaches the institutional system from a functional perspective, thus it does not analyse the institutions themselves but the experience related to the functions managed by them instead.
The evaluation covers the period between 2007 and 2012, and seven priorities of the New Hungary Development Plan/ New Széchenyi Plan on the basis of which it presents overall findings on institutional level and takes into account the requirements of the next programming period when making recommendations.
Preparing decisions related to the 2014-20 programming period’s strategy and the institutional system supporting the implementation of this strategy made the evaluation particularly relevant. The document also provides inputs for the mandatory attachment to the Partnership Agreement that describes the institutional system.
The evaluation work was carried out by AAM Consulting between January and March 2013 and financed by the National Development Agency.
